Federal cybersecurity and intelligence officials confirmed on Friday that a viral video purporting to show Haitian immigrants engaging in voter fraud was created by Russian interference groups aimed at undermining confidence in U.S. elections.
The video, circulating on social media this week, features two men claiming they arrived in the U.S. from Haiti six months ago. They assert that they have American citizenship and are voting for Vice President Kamala Harris multiple times in different Georgia counties, displaying what appear to be driver’s licenses.
Jen Easterly, the Director of the Cybersecurity and Infrastructure Security Agency, stated on MSNBC that the video was “Russian-produced and specifically designed to go viral and undermine American confidence in the security and the integrity of our election.”
According to NPR, the video is the latest in a series of hoaxes that researchers link to a Russian operation known as Storm-1516. This operation is reportedly producing a steady stream of fabricated material in the lead-up to the elections. This operation is recognized for creating staged videos disseminated through online influencers and fake news outlets. Clemson University has tied this operation to the infamous Russian “troll factory” that targeted the 2016 presidential election.
Additionally, in the past two weeks, researchers at Clemson and Microsoft have associated Storm-1516 with another deceptive video claiming to show ballots marked for former President Donald Trump being destroyed in Pennsylvania, as well as unfounded allegations against Democratic vice presidential nominee Tim Walz. Federal officials have similarly attributed those misleading videos to Russian interference efforts.
