According to TheSentinel:
WASHINGTON, District of Columgia (defend.ht) – The NYPD will receive the U.S. Secretary of State’s Excellence in Criminal Justice Assistance Award for deploying dozens of Creole-speaking, Haitian-American police officers to assist in Port-au-Prince after the 2010 earthquake. New York Police Department Commissioner Ray Kelly will be in Washington, D.C. to receive the first-of-its-kind award from the State Department. The police officers that were deployed helped Haiti’s police force with investigative and anti-kidnapping strategies. It has now become part of a collaboration between the NYPD and the State Department to improve criminal justice systems around the globe.
Kelly has a history with Haiti — he led a police monitoring program there for two years in the 1990s.
